Dublin San Ramon Service District Stage 4 Wastewater Treatment Plant Improvements. DSRSD Stage 4, a $36 million project, increased the average dry weather flow (ADWF) of 11.5 million gallons per day (mgd) to 17 mgd. A major component of the Stage 4 project was the construction of a new digester and the subsequent renovation of the two existing digesters.
